The International Monetary Fund and World Bank are holding their annual spring meetings in Washington, D.C., April 11-13 amid a strengthening global economy but weak growth in the eurozone and financial volatility in emerging markets. USA TODAY economics reporter Paul Davidson spoke with IMF First Deputy Managing Director David Lipton, the fund's second highest ranking official after Managing Director Christine Lagarde about some of the key issues.

Q: How serious is the low inflation problem in the eurozone?

A: Their target is to have inflation a little below 2 (percent), and now it's a little below 1. Our concern is we would hate to see the European economies stuck in a low-inflation, low-growth trap. So we're just suggesting that in essence they achieve their stated goal and warning that too much delay in taking action to achieve that goal runs the risk that Europe could get stuck in low inflation.

    Interactive Brokers (NASDAQ: IBKR  ) results for the company's Q1 have been unveiled, revealing fairly steep drops in its top and bottom lines. For the quarter, revenue was $216 million, or nearly 30% below the $304 million the firm posted in the same period the previous year. Net income also went down by 41% on a year-over-year basis to hit $6.6 million ($0.14 per diluted share). The same line item for Q1 2012 was $11.1 million ($0.27).

    Thomas Peterffy, the founder and chief of Interactive Brokers (IBKR), was around at the creation of the modern market. He was one of the first people on Wall Street to use computers to price stocks and options.

    As one of the architects of the modern securities market, we reached out to him for insights into what can be done to make the securities markets more stable a day after problems at the Nasdaq Stock Market essentially shuttered the U.S. stock and options markets for about three hours. Nasdaq�� (NDAQ) chief, Bob Greifeld, told a reporter that Nasdaq�� systems, and those of the securities industry, need to be more robust.

    There will be problems along the way, however.

    ��e should all recognize that computer systems are inherently complex and subject to failure,��Peterffy wrote in an email. ��his has always been plainly obvious to computer programmers but not so to the general public.��/p>

    In an email, Peterffy offered what he called a few simple steps that could be taken to greatly reduce the vulnerability of the system:

    1. Exchanges should examine and reject each order the execution of which would result in an invalid trade. But they do not want to do this because it would slow up trading and exchanges could possibly lose revenue.

    2. Eliminate potential single points of failure. Broker/dealers and exchanges should have individual connections for all messages, so if any B/D or exchange fails the system continues to function.

    3. Before Nasdaq was given the authority to consolidate and charge for quotations, B/Ds had built their own quote consolidation systems. Had that remained in place, yesterday’s issue would not have arisen. Nasdaq would have stopped trading but all other venues that list those stocks could have continued transmitting their prices and quotes to all their participants.

During that uptrend, shares of ASTC have been making mostly higher lows and higher highs, which is bullish technical price action. This spike on Thursday is now starting to push shares of ASTC within range of triggering a major breakout trade. That trade will hit if ASTC manages to take out some near-term overhead resistance levels at $3.50 to $3.75 and then once it takes out its 52-week high at $4.05 with high volume.

     

    Traders should now look for long-biased trades in ASTC as long as it's trending above its 50-day at $2.66 or above more near-term support at $2.62 and then once it sustain a move or close above those breakout levels with volume that hits near or above 570,805 shares. If that breakout hits soon, then ASTC will set up to enter new 52-week high territory, which is bullish technical price action. Some possible upside targets of that breakout are $5 to $5.50.

    Truth be told, Echo Therapeutics Inc. (NASDAQ:ECTE) doesn't look like a particularly impressive stock right now. At $2.92 per share, ECTE is just trading right around where it was a few days ago, not to mention a few weeks ago. And, without any real "news" from the company in months, it's tough to think the market's going to be getting excited about the stock anytime soon. When you take a closer look at Echo Therapeutics though, a few subtle-but-compelling clues start to appear.

    Another under-$10 health care player that's quickly moving within range of triggering a major breakout trade is Echo Therapeutics (ECTE), which is a transdermal medical device company with skin permeation technology. This stock has been destroyed by the bears so far in 2013, with shares off huge by 70%.

    If you take a look at the chart for Echo Therapeutics, you'll notice that this stock has been uptrending strong for the last month, with shares moving higher from its low of $2.14 to its intraday high of $3.06 a share. During that uptrend, shares of ECTE have been consistently making higher lows and higher highs, which is bullish technical price action. That move has pushed shares of ECTE back above its 50-day moving average at $2.65 a share, and it's just starting to push ECTE into breakout territory, since the stock has cleared some key near-term overhead resistance levels at $2.98 to $2.99 a share. That move is quickly pushing shares of ECTE within range of triggering an even bigger breakout trade.

    Market players should now look for long-biased trades in ECTE if it manages to break out above some major near-term overhead resistance at $3.30 a share with high volume. Look for a sustained move or close above that level with volume that registers near or above its three-month average volume of 211,103 shares. If that breakout triggers soon, then ECTE will set up to re-test or possibly take out its next major overhead resistance levels at $4 to $4.50 a share, or possibly even $5 to $6 a share.

    Traders can look to buy ECTE off any weakness to anticipate that breakout and simply use a stop that sits right below its 50-day at $2.65 a share, or right below more near-term support at $2.50 a share. One can also buy ECTE off strength once it clears $3.30 a share with volume and then simply use a stop that sits a comfortable percentage from your entry point.

Before you fly off into a tirade of "colorful" descriptions of me, however, know that this is neither a judgment call on the company itself, nor a long-term outlook. It's simply a trading-based observation of hints that SBLK has dropped today. Fair enough? OK, let's dig in.

    It's certainly no Safe Bulkers, Inc. (NYSE:SB) or Star Bulk Carriers Corp. (NASDAQ:SBLK), in terms or market cap or revenue. In fact, even with the drybulk shipping industry it's a somewhat obscure name. Yet, FreeSeas Inc. (NASDAQ:FREE) may well be the stock with the most near-term potential upside, now that it's gotten over a key technical hump.
