After sinking to some truly bottom-of-the-barrel prices, shares of chip giant Intel (NASDAQ: INTC  ) have recovered nicely so far in 2013 on the strength of the company's ongoing turnaround plan. The company has embraced the mobile future and is closer than ever to gaining a presence in the increasingly mobile future. But despite this positivity, the company does remain depressingly dependent on the PC market. So between the two, what's an investor to make of the situation?
